Why does the city of Santa Monica require that I have flourescent lights in my kitchen?

Seriously, I don't get the point. Is it for my safety?

1. Not sure. Maybe it's safer as far as a fire hazard. Maybe it's because they don't use as much electricity.

3. Fluorescent lighting is less expensive than regular lighting. Maybe the city wants everyone to cut down on the cost of electricity. I hope this helps.
4. Part of the energy conservation. What you do is install some cheapie fixtures, get the permits signed off then change them out for the ones you want. Santa Monica is not unique in this requirement. Most Ca. counties require the same. In bathrooms, too.
