What causes the flourescent lights in my kitchen to flicker?

The flourescents in my kitchen flicker, dim and eventually brighten again. Lights also constantly 'buzz or murmer' something like that. Sure would appreciate your help....new bulbs do the same thing.

1. you might need a new ballast(the black box in the center)
2. Most of the time the symptoms you are experiencing indicate that the balasts need to be replaced. However, sometimes it is simply less expensive to replace the entire fixture.
